GitHub Actions - Node 16 deprecation #79

Problem

Node16 is being deprecated so actions must be updated to Node 20.

Proposed Solution

Our checkout action should only need to be updated to v4 Our Firebase deployment will need to be updated - a release has not been made, tracking via this issue
