LA sets the following as benchmarks that we don't use in our report for hospital capacity:
But, CA guidelines state that 35% of capacity needs to be available to address any potential surge + take care of non-COVID patients as usual. We will use 30% as our benchmark for acute beds, ICU beds, and ventilators then.
