LA sets the following as benchmarks that we don't use in our report for hospital capacity:

• ventilators (20%)
• ICU (10%) Right now, we use 30% as threshold for all hospital equipment. Need to think about whether we want 3 different thresholds on our chart. Concern is that 10% is a very low bar...we've been hovering around there for past couple months. If we already have 10% ICU beds available, then if we're thinking about adapting for possible surge as we reopen, we need to a higher % available.

But, CA guidelines state that 35% of capacity needs to be available to address any potential surge + take care of non-COVID patients as usual. We will use 30% as our benchmark for acute beds, ICU beds, and ventilators then.

Adding new hospitalizations chart with CA benchmark: stable hospitalizations of COVID individuals on a 7-day average of daily percent change of less than 5% OR no more than 20 COVID hospitalizations on any single day in the past 14 days in #18
