Push to Socrata

Publish several of these processed data files into Socrata open data portal:

sodapy docs - use overwrite or upsert to overwrite CSVs

• [x] US counties time-series data on cases, deaths - available for all US counties -- filter to just LA County
• [x] LA neighborhoods time-series data on cases, deaths - available for cities/communities within LA County
• [x] Vaccinations administered - available for all CA counties
• [x] Vaccinations by demographic category - available for all CA counties
• [x] Persons and Tests Conducted and Positive Persons and Positive Tests - available for LA County
• [x] LA neighborhood vaccinations (from OOF's AGOL layer) -- done in #91

@angelarafiles-lacityorg: Can you help me schedule the data/socrata.py script to run daily, right after the data/upload-data.py script runs?

I will merge a PR in and do a new tag, since I changed the docker-compose.yml and the requirements.txt.

Maybe in a separate GCP Cloud Run, since I want to inject Socrata credentials into this. @prestinomills: Can we use your credentials for Socrata?
