prop_site_address.csv clarification #12

@hunterowens @gracebenedicto Could this file be considered a 'master list' of all properties that all other .csv files could compare against? OR is this csv file for a specific program?

What we are trying to do, is creating a master list of addresses, from all the .csv files, to be able to search against.

If the prop_site_address file is a master list of all properties for the city of LA, or a master list of all properties that are listed in any of these .csv files (hims, bims, scep, rent, prop_unit), then we can better ensure that searches are more accurate. If not, it just requires another step.

Prop has all properties that potentially fall under HCiDLA jurisdiction.
