Yep! APNs sometimes change.
The APN Change File is published on the LA County Open Data Site. You can write custom logic based on that file to merge on APNs

I just did some searches of APNs from the first few rows of _propunit.csv, into the APN Change File, and most came back as "No Rows To Display". I searched further down, and did get a couple of hits, but some more misses as well.
I think we will continue using address as our common identifier across all the csv files.

Miss - APN is constant Hit - APN has changed
for the "Hit - APN has changed", is the AIN in the APN Change File the new apn, or the old apn?
Check the Parcel status field to see what happened to the AIN

Thanks. I figured out how to read what's going on in that file. Gonna need time to digest, to see if this can be utilized and if so, how.

Per the conference call Friday, it was our understanding that the APN numbers, are not suitable to use as a unique identifier for a given address. Is this accurate?
