The HIMS dataset, unlike the other dataset, has multiple programs. You can see which program the property participated in is the in HOUSE_PROGRAM field.

The values are EARTHQUAKE, HOMEOWNERSHIP, NEGHD PRESVTION, SPEC NEEDS HSNG, MAJOR PROJECTS
