Resolve deprecations and add github environments #23

Problem

There are multiple github actions workflow deprecation notices in our current deployments. We would also like to add Environments to the repository for dev and prod.

Proposed Solution

resolve deprectations by updating the actions similar to https://github.com/CityOfLosAngeles/calendar-embed/pull/68.
