Update configuration for successful deployment to the cloud development environment #30

Problem

The current workflow and site configuration for building and deploying the site needs to be updated to comply with our new development environment setup.

Background Info

The workflow deployment will be similar to what we have done in https://github.com/CityOfLosAngeles/open-sdg-data-starter.

Proposed Solution

Modify the repository settings and workflow to support deploying to the new development environment.
