Problem

Upgrade Open SDG dependency to the latest version to address any security vulnerabilities addressed with the latest version and allow the latest potential features to be available.

Background Info

The latest release is https://github.com/open-sdg/open-sdg/releases/tag/2.3.3.

Proposed Solution

Update the Gemfile and Gemfile-lock files appropriately.
