At least for the UI for starters.

As for the PDFs, don't some agencies produce non-English versions of their docs as well? Maybe offer to show the different language versions of a doc if available.

And should DORIS be internationalized, PDF.js already supports this, so the PDF viewer can be quickly adapted now that https://github.com/CityOfNewYork/DORIS-Publications-Portal/pull/18 has been merged.
