At clustered level, update details panel to reflect location on map #20

For example, if a user is zoomed into Staten Island, can the details panel only list Staten Island CBs? Currently, this details list is not updating on zoom.

If not possible for initial release -- Sort by CB (borough, cb number)

Modified how features are displayed in the map to only display when search or zoom to area button is used.
