IE: Historic maps and imagery do not display. 2017 Imagery displays intermittently #139

Refreshing the screen then switching directly to 2017 loads the imagery. But if switching to another year of imagery then clicking back on 2017, the imagery does not display.

Confirmed still happening in IE 11
