User profiles #15

Stacey Mosley suggested adding user profiles, so you can click on users to see their name, bio, and home neighborhood.

Also suggested by @mikezphilly. What if we had something like a tooltip where you click the icon and it shows you their name and how many points they have? If it's already being fetched by the API, wouldn't it just be an extra tag on the template?
