I notice 3 departments that weren't in the FY18 ordinance:
Mayor -- Office of Education
Director of Finance -- Regulation 32 Payroll
Council -- Veterans Advisory Commission
Should I treat the 3 of these as new departments, which will show a 100% increase from last year? Or should they instead be renamed to another, existing department?
