use neo-boa from pypi #1019

What current issue(s) does this address, or what feature is it adding? travis and the install requirements were still pointing at github commits due to a missing neo-boa release.

How did you solve this problem? reached out to neo-boa author to push a new release to pypi

How did you make sure your solution works? manual testing
