Unified Data Value for ID #19

We should unify this and be sure that we are all using the same value

I have the feeling that volpe vs Andorra (maybe versus original CityMatrix) are using different code

I don't understand why we have some -1 value in this two different matrix (volpe and andorra) as according to the documentation -1 is for MASK_INTERACTIVE
