Bar charts y limits should always be between 0 and 1 #165

The bar charts currently adjust the y axis limits based on the highest value. So for example, if the bars are all 0.5, then the bars look perfect (unless you look closely at the acts tick labels. The y limits should always be from 0 to 1.
