Phantom comma when using regions and no regions module enabled

Steps to reproduce:

• Create new site
• Pick minimal installation
• Select base theme (or keep unchanged as it's default)
• Create a entity with a path
• Visit that entity's page

The base theme contains a header region that displays a comma instead of content if the blocks/regions modules are disabled.
