Chat channel establishment #9

We need to decide on the ideal chat platform for the project that needs to be also an open source software or protocol. IRC should be considered, but other options should be on the table.

As a communication/chat platform for CityZen I would suggest using Riot.im (https://about.riot.im/). Riot is an open source communications' platform that offers integrations with several other platforms (including IRC clients, pads or bots). It's suitable for file sharing, audio/video calls and it is really user-friendly.

IRS is now established. What about Riot and Telegram synchronization @AnXh3L0 ?

@Borisbudini has offered to help us with making it possible to records meetings on IRC somehow. What is the status friend? The plan for this year is to finalize community infra and the sooner we establish IRC meetups the better :). Many thanks.

So as we discussed on https://github.com/CityZenApp/Project-Management/issues/29, I will start to work on bridging all the chat platforms that the community uses (IRC, Telegram, etc), and I'll also add a documentation bot for when you have meetings :slightly_smiling_face:
