Here's where we ended up with the Comprehensive Plan policy language (after much back-and-forth with the folks that write this stuff, and the Planning & Sustainability Commission members):
Policy 2.11 Open Data Ensure planning and investment decisions are a collaboration among stakeholders, including those listed in Policy 2.1. The City works with the software development community, data providers, and other professionals with relevant expertise to advise on open data practices and priorities, ensure oversight, and to maximize the utility of City data sets. Data collected and generated by the City are:
Bit shorter than the original, but think it hopefully touches on everything discussed. City Council will vote on this in late 2015 (current plan). With your help, we'll keep the discussion moving forward in the interim... hopefully with a public domain license selected and new open data platform/process in place by then to support the policy.
