Refactor out Docker #12

fake was first, and load and pull will be coming soon as pretty much exact copies of the initial Dockerfile/setup.

There has to be a way to find some more re-use. Probably requires #9 first (or at least might be easier).

Now that #9 is finished, it makes sense to split off the Docker pieces and make this a truly standalone library.
