MOVE-1293: Add reply-to to automated emails #1291

Issue Addressed

This PR closes MOVE-1293.

Description

The reply-to address in automated emails has been set to TrafficData@toronto.ca for prod and move-ops@toronto.ca for dev/QA.

Tests

Tested in MOVE local 1.13.2 using Mailer.js and EmailBase.js unittests.
