Rehash of #31, when I had no idea what was going on.

[x] Create new draw functions for street segments
[x] Create buttons for changing month and time period (AM/PM)
[x] Create data subsets by filtering on input month and period
[x] Function to colour segments based on pct_change
[x] Function to resize segment width based on volume #33
[x] Offset segments based on segment widths
