Add CountMatch Matcher #43

PR of new matcher module and test suite for countmatch.matcher to be marged onto the countmatch branch. Also included are a suite of bugfixes, typo corrections and config options that came with developing the tests.

Resolves #14.

To do before merging:

[x] read-through of new code
[x] integration testing by running Traffic Prophet on our entire count database
