Create web-based map that allows user to retrieve actual/estimated volume on any road segment in the City of Toronto, down to 1 hour aggregation period.

Will include other components (such as visuals depicting trends, overview of actual count locations, etc.)

Design TBD

@radumas exploring options/tools for interactive web mapping. Will build MVP for review prior to adding functionality (using Agile approach!)
