Find a couple of locations along the Gardiner/DVP where counts using both technologies are deployed and check how comparable the two are. Might notice slight differences (especially during congestion) if the counts are at slightly different locations along the same segment.

This issue has moved forward outside of BDIT; may involve future work in processing raw data. Closing for now.
