Should be addressed together with https://github.com/CivClassic/CivDuties/issues/7 in the form general spectator mode interact handling:

Deny any entity interacts (Think about whether this breaks something)
If head is inside a block and we interact with air/block (need to check what actually happens there) interact with the block.
