When testing this locally, ensure to test across restarts too (setting the state should persist over restart)

Not ready yet, need a day or two until can come back to look at how to better save the togglelever across restarts

I think I had an issue on my local test server where snitches wouldnt persist across restarts but it was resolved when using the devoted test server, tested these and they work as intended
