Reduce compensatory Bee spawning #437

The SimpleAdminHack "BeeKeeping" was added in Civclassics to firmly establish bees in its 1.10.2 world given that they were added in 1.15. The hack converts 10% of all Chicken, Cow, Pig, Sheep, and Rabbit spawns to bees. But since CivMC has naturally occuring Bee Nests, plus Sapling generation is more commonly known now, it seems like this spawn mechanic is no longer necessary and should be disabled (set to 0)

I don't think RB utilises the sapling generation thing, it was something that continues to annoy me about the grower system in RB.

I do agree with this PR tho, let's give more priority to animal spawns that might be useful elsewhere
