Limit reinforcement decay refresh distance to match render distance #493

The current distance of 512 is ridiculously far and appears to have been arbitrarily chosen? I don't understand why one should be able to refresh the reinforcements of a structure they can't even see.

A concrete problem with the current situation is there's no realistic way to deny someone from being able to refresh reinforcements in a given area. However, so called "render trenches" already exist and would slot in nicely with a render distance reinforcement decay refresh distance.
