Allow restarting bungee proxies before shards #86

It's been rumored that the shards have to go down first, before the bungee proxies, for some unknown reason. Please let this not be a real restriction, either through education or code.

All connections will just drop and eventually the servers will realize the players are gone and start saving them. Should be fine.
