Spruce trees in ice mountains #7

The peasants are complaining that spruce trees no longer grow in the ice mountain biome. I don't remember if it was ever intended that they did, but apparently they grew at 1% until I rewrote the config a few weeks ago. Thoughts?

i as never in the spreadsheet that they should, I don't see why we have to maintain a glitch

since it has been determined that it was an unintended glitch can someone close this to clean up the issues.
