Create the logic for data ingestion and saving to qldb

@gitizenme we'll need a better use case to solve for this. Can you provide something that can more easily digest to others.

It would be helpful to clearly capture what is needed to be configurable and what's not. Example:

• be able to add a schema to the IaC to allow for the a channel to be labeled as a REST API with set data constraints.
• channel: financial management, schema for DB = ....., Rest endpoint = this, json payload = this...

@gitizenme I see that the IaC only deploys the QLDB and the Messaging, but it should also deploy sqip as well correct?
