Publish List of Tools and Resources #8

It is good to highlight a shortlist we currently recommend (and outline why), and provide links out to other lists of lists. We don't want to have to maintain this when others are doing. There is opportunity to collaborate with others to make this better. This is a fast moving space.

I think we can just add other lists of tools to a list in the footer and mark this done.
