TASKS TACKLED

Make OESE parser smart enough to prevent using the same element as multiple resource names
fixed slight issue with dashboard where AIR data is downloaded on every viewing of insights page (even when the data has already been downloaded

this concludes all QA feedback. Further issues on Dashboard may be tackled separately since it may not affect deployment/launch
