As admin, am not directed to dashboard (maybe because nothing's been assigned to the admin?)

As a specialist, I do not go to the dashboard on login, and when I go to the dashboard (manually typing in /dashboard), my assigned reports do not show up.

As an analyst, I do not see the dashboard on login, and when I go to the dashboard, no reports show up.
