Configure/document workflow change for specialist

Create a menu and/or menu block and/or custom block with links to Drupal configuration pages, and some help text.

In order of priority:

• Allow specialists to assign reports to themselves on the Transitions tab of the workflow
• Assign a specialist by default, by configuring the default value of the workflow "assign to" field.
• Change who can access reports depending on their workflow status

Added the first part of this in #94 - still need to test and document the actual steps and make sure the resulting workflow is sane.
