To do, make changes to the beta site (material theme, see #926)

[x] Change colors (change beta banner background color to A23737, change search box background color to D83933)
[x] Change the icon, remove the icon
[x] Change table of contents to say 'On this page'
[x] Add '- Beta' to the site title and change to 'Guidebook'

Additional changes:

[x] Change icon to CA white one:
[x] Can I presume that the menu item label “CivicActions Guidebook” can be changed? (I want to change it to “Welcome” for now.) Can we also adjust the settings for just that landing page to hide the navigation and table of contents?
