WIP: Building out Angular site

Something to get us started:

• Refactored the module system (in this case we don't need a second module for controllers, services, etc.
• Created a Filter Service (stores global filtering options to be used by different views)
  • Selecting a County on the homepage will set the county in the Filter service
• Created a Locations Service (returns a promise containing our Locations data from the model)
• Included leaflet directive, centered on Atlanta
