[x] Load scraped CSV into table

Just a suggestion to use us-east1 (south carolina) as the location/zone in GCP wherever possible. It's the cheapest location and should be fastest for us anyway.

I went ahead and loaded my credit card so we can knock this one out and continue development. Will continue conversation w/ Tyrek to get us set up with whatever account is needed for reimbursement w/ Code For America
