what project manager do we use for cpp project? #4

Firstly, 'DO WE NEED TO USE PACKAGE MANAGER?'

What're pros and cons of them?

If we use, what's the best for this? (what I know: poacpm/poac, conan)

Oh, I found that I can't use poac for now, because it doesn't provide dlib. So it's best way to use only CMake, no package/project manager.
