WIth the addition of currency, we can add a new command that allows users to timeout people, Since this is a personal bot, it should be fine as long as its not put onto a bigger server. The time out should be for ~ 1 min for 1000 coins and have a cooldown of 1 hour per person.
I.e you can't time out @user1 more then once within an hour
but can time out @user1 and @user2 within the hour
