Add unit tests for save conversion #2070

Previous versions of game saves should properly convert to newer versions. There should be unit tests for this in order to prevent regressions.

Has this been successfully handled by the addition of test_save.py or was this in regard to a wider scope?

I think I’d want a wider scope, particularly for all the previous versions of save files.

Also, I think the test saves repo should really be migrated to this organization. The owner requested it a while ago and it would give better control over adding more save files to test.
