[BUG] Game crashes on moonskip (dev build)

Describe the bug This doesn't always happen, annoyingly. On a moonskip, the game crashes.

• Dire - Still playable, but a major feature is broken

Reproduce Steps to reproduce the behavior:

1. Moonskip until game crashes. I think it may require a war, but I am not certain. I can attach the testing save that triggered it if needed.
