Fix accessory generation for accessory ShortEvents #2508

About The Pull Request

Moved handle_accessory to before the event_text_adjust calls in handle_short_events.py
Removed unnecessary & confusing None assignations from utility.py
Apparently also reorder the imports in handle_short_event.py to put them in alphabetical order (automatically done by formatter, not me)
