About The Pull Request

Adds the art stored onto Tiri's branch onto the main dev so that everyone can use it, and updates the medcat patrols. @Tiritirimatangi

Why This Is Good For ClanGen

Makes use of some of the vision lists we have, gives some more outcomes, makes the medcat patrols more interesting.

I'm so confused, because I remember fixing that last night, but somehow that didn't save. Oh well. Should be fixed now ^^
