[BUG] Some disaster flash flood events use generic patrol image

• Sprite - an issue with the art in the game

Describe the bug The wrong patrol image is used for some flash flood events

Grade: (only select one)

• Non-vital - This bug can easily be ignored and does not have a large impact on play

Reproduce Steps to reproduce the behavior:

1. Send patrol
2. Generic border patrol image is used for bch_bord_flashflooddis1 (and some others in disaster.json)

Additional context Seems like only disaster.json has patrols with the wrong image
