Add matrix bridge #14

What did you use to set up the bridge? I guess we will also need to set up similar transport between Telegram and IRC. Telegram chat seems to be the most active now.

It's just a default feature in matrix (so nothing to maintain), you can enable it between any matrix.org and freenode channel
