This is needed to fix failures like https://travis-ci.com/ClangBuiltLinux/continuous-integration/jobs/279238951.

clang-10 hasn't been updated in 8 days!

I am sure that apt.llvm.org will be cutting over to clang-11 here soon so I am not too worried about it right now (but I will need to manually push the image tonight). I’m sure @sylvestre will get to it soon.
