User guide says that the app is for Singapore based healthcare professionals to track client details and appointments, but clients may be from other countries coming to Singapore to seek medical treatment, hence they may not have a Singaporean number.

Based on CS2103T website, we will be rejecting this bug

We lowered the severity because patients coming from overseas are unlikely to be the patient of home-based healthcare professionals in Singapore.
